Recent policy debates in the US over access to mental health care have raised several philosophically complex ethical and conceptual issues. The defeat of mental health parity legislation in the US Congress has brought new urgency and relevance to theoretical and empirical investigations into the nature of mental illness and its relation to other forms of sickness and disability. Manifold, nebulous, and often competing conceptions of mental illness make the creation of coherent public policy exceedingly difficult. Referencing a variety of (...) approaches to ethical reflection on health care, and drawing from the empirical literature on therapeutic efficacy and economic efficiency, we argue that differential rationing, ‘disparity,’ is unjustifiable. And none of us can be really free until all of us are.This is the vision of "Life, Liberty, and the Pursuit of Real Happiness" announced in the book's title. The means to the realization of this vision, the "cool revolution" that Thurman describes, is captured in the first words of the title, "Inner Revolution." This inner revolution is a transformation of the mind, a transformation effected by the deep understanding praised as prajñā or insight in the Prajñāpāramitā Sūtras of Mahāyāna Buddhism. It is the deep understanding to which Śākyamuni, the historical Buddha of our era, awakened, making him a Buddha. It is the understanding that the truth of existence, the Dharma, is that things exist in dynamic interdependence. Nothing—persons or things—exists permanently or separately. The fundamental insight of the Buddha, pratītyasamutpāda, is that, in the felicitous words of the Vietnamese Zen Master Thich Nat Hanh, things inter-are, in dynamic interdependence. It is because of the dynamic interbeing of things that genuine social and political freedoms are impossible without inner freedom. It was in his awakening to the truth of dynamic interbeing that, as Thurman describes it, "The Buddha found that inner freedom—freedom from our negative emotions and obsessive self-concern—is the essential precondition for goodness and social liberty" (p. 30).There is a tendency among Buddhist scholars to ignore or slight the social and political implications of wisdom and compassion. This is partly the result of reading modern Western individualism into Buddhist teaching and consequently focusing exclusively on how the individual person is transformed by wisdom and compassion, ignoring the social transformation inherent in the transformation of individuals. It is also partly the result of a failure to understand that compassionate action is as central to Buddhism as enlightened understanding. But Thurman clearly understands that the fundamental aim of Buddhist teaching and practice is to become a Buddha. And to become a Buddha, as Śāntideva says in the Bodhicaryāvatāra, a text that has inspired Tibetan Buddhists for over a thousand years, one takes the Bodhisattva vow to work tirelessly and unceasingly to bring happiness to all beings. In Śāntideva's own words: "As long as space abides and as long as the world abides, so long may I abide, destroying the sufferings of the world" (10.55). Compassion is inseparable from wisdom. When one awakens the mind of enlightenment (bodhicitta), compassion arises, leading one to take the Bodhisattva vow that Śāntideva expresses in 3.7 : [End Page 139] "I am medicine for the sick. John Hobson claims that throughout its history most international theory has been embedded within various forms of Eurocentrism. Rather than producing value-free and universalist theories of inter-state relations, international theory instead provides provincial analyses that celebrate and defend Western civilization as the subject of, and ideal normative referent in, world politics. This major work constitutes a significant attempt to provide a detailed and accurate account of the character and effects of Augustine's thought as a whole. It describes the transformation of Greco-Roman philosophy into the version that was to become the most influential in the history of Western thought. Augustine weighed some of the major themes of classical philosophy and ancient culture against the truth he found in the Bible and Catholic tradition, and reformulated these in Christian dress.

In this book, John M. Rist offers an account of the concept of 'person' as it has developed in the West, and how it has become alien in a post-Christian culture. He begins by identifying the 'mainline tradition' about persons as it evolved from the time of Plato to the High Middle Ages, then turns to successive attacks on it in the seventeenth and eighteenth centuries, then proceeds to the 'five ways' in which the tradition was savaged or distorted (...) in the nineteenth century and beyond. He concludes by considering whether ideas from contemporary philosophical movements, those that combine a closer analysis of human nature with a more traditional metaphysical background, may enable the tradition to be restored. So, on 22 July 1865, under the title ‘Philosophy and Punch’, did England's premier comic weekly greet the election of J. S. Mill as MP for Westminster. Mill held his seat for only one term, until the general election of 1868, when his Whig-Liberal colleague Robert Wellesley Grosvenor was re-elected, but Mill was replaced by the loser in 1865, the Conservative W. H. Smith, Jr., who, though he never went to sea, became the ruler of the Queen's navy. The reasons (...) for that reversal have engaged the attention of many, including Mill himself; I should like to introduce into the discussion material from an ignored source, the comic weeklies, which took a continued and close look at Mill's behaviour during his parliamentary years. While this evidence generally does not disconfirm earlier judgments—including my own— it does more than merely add to the induction. First, it shows how different political stances led journals to focus on different aspects of Mill's parliamentary career, and to adopt different rhetorical strategies in portraying him in picture and word. Second, it demonstrates how the hardening of party allegiances during the parliament of 1865–68, which accelerated in the preparatory campaigns for the general election of 1868, affected Mill adversely. Third, it suggests strongly that it was not his ‘crotchets’ or ‘whims’, especially women's suffrage and proportional representation, that damaged his chances for re-election, but his advocacy of causes unpopular with the majority of Liberals as well as with Conservatives.
